Some Frozen spawn holding an ice ball, which gives them a ranged attack. Damage depends on the projectile's speed, and since it accelerates sharply, an ice ball thrown at close range hurts.
There is an upside. A defeated Frozen may drop its ice ball, which is used to brew freezing potions. They slow the target down and deal a bit of damage. The developers said it plainly: they could be very useful in PvP.
